THE BELOW JOB POSTING SHOULD ANGER EVERY AMERICAN
When a job in MA explicitly lists "Need H1b" as a mandatory requirement, the system is no longer broken - it’s being operated exactly as intended to bypass qualified domestic talent and depress market wages.
The H-1B program was designed to attract top-tier global talent to fill critical skill gaps, not to serve as a low-cost, closed-door hiring pipeline for IT staffing firms.
H-1B was designed for genuinely rare skills that don’t exist domestically. In practice, it’s become a wage suppression tool - large IT outsourcing firms abuse the lottery system by filing thousands of applications, crowding out actual specialized talent, and paying below-market wages because H-1B workers are visa-dependent and can’t easily job-hop or organize.
@EdMarkey and @sethmoulton have consistently voted to expand H-1B Visas without protections for American workers. I won’t. We need to reform the system.
Here are some of the things I would consider making law:
1) Maybe ban third-party outsourcing firms from using H-1Bs, limiting sponsorship to the actual end-user employer. This alone might gut the current abuse pattern.
2) Require genuine proof that no qualified American was available - with real enforcement - not the current rubber-stamp process.
3) Require the degree to directly match the job. Generic business degrees shouldn’t qualify someone for a specialized engineering role.
4) Eliminate the lottery altogether. Instead of random selection, award visas to the highest-paying job offers first. This allows for market pricing and kills the outsourcing firm abuse model immediately. It eliminates the cheap-labor arbitrage while preserving the program for genuinely scarce talent.
MA has a large biotech, healthcare, and university research sector. My approach will benefit workers in those fields, including cancer researchers at MGH. They would ultimately get paid higher wages. But, and more importantly, my approach supports American tech and blue-collar workers.
