About VPN matters.

Regarding VPN, this friend is very right, essentially saying that "not profiting, not touching sensitive content, not organizing dissemination, etc., are clear bottom lines for personal use." I completely agree with this. Even if this opinion inquiry passes, it is not meant to severely punish all VPN users; China's police force is not that large yet.

However, this does not mean that "the law does not punish the masses." I think it is more about "having laws to rely on." This "law" does not mean that once you use a VPN, you will be fined or detained; that is not possible. But if they really want to investigate you, or if you have some unclear issues, then having laws to rely on is fundamental.

Many friends know several typical blocked foreign sites, such as Youtube and X. For mainland China, watching videos and trading cryptocurrencies are much less harmful compared to building a regime. Many friends say they have been using VPNs for eight to ten years and have never been checked, which is fine.

But if you talk about "subversive" things every day, try it and see. Additionally, I will give another example. A friend of mine lives in a neighboring country, in a relatively high-end apartment complex, but this residential area also has many big players in the black and grey industries. One night, a group of police suddenly barged into this friend’s home and took him away.

The friend was very confused about what was happening, and I won’t go into the details, but after many connections, he found out that they had arrested the wrong person; they were supposed to go to a neighbor’s house but got the wrong place. However, they couldn’t leave empty-handed, so they began a comprehensive investigation into him, confiscating his phone and computer for investigation. In the end, he was charged with illegal OTC transactions, discovering that he had been trading U.

The outcome was likely a detention for a month and a fine of $200,000 or so; I don’t remember very clearly, but many friends know about this incident. This is what "having laws to rely on" means.

So, the matter of VPN does not need to be taken too seriously, but once there is an issue, this is the law that can be referenced.
