According to Wu Talk, Strategy stated in its public response to MSCI that it opposes MSCI's proposed new index eligibility test, which would exclude 'non-operating companies,' including Strategy, from the Global Investable Market Indexes (GIMI). Strategy has urged MSCI to withdraw this proposal.
Strategy pointed out that funds tracking the MSCI GIMI only hold about 3.1% of its free float shares, so even if excluded, the direct impact would be limited. However, it believes this proposal essentially revives MSCI's 2025 plan, which was withdrawn, to exclude companies with 'digital asset holdings exceeding 50%' from the index. Moreover, the distinction between 'operating companies' and 'non-operating companies' lacks clear definitions under U.S. GAAP, IFRS, or other recognized legal frameworks.
Strategy emphasized that it has disclosed its Bitcoin business as an operating segment in accordance with U.S. GAAP and believes this treatment aligns with its communications with SEC staff. MSCI's consultation period will end on September 30, with results expected to be announced on October 16. If the proposal is adopted, potential index component adjustments will be announced on November 11 and take effect on December 1.
