The EU will include ChatGPT, Reddit, and Roblox in the strictest digital regulation On August 31st, according to Euronews, ChatGPT has been designated as a "super large online search engine" by the European Commission under the Digital Services Act (DSA), while Reddit and Roblox have been designated as "super large online platforms", all of which must comply with the strictest online security regulations in the EU within four months (i.e. by the end of November). This designation is of great significance - the European Commission has determined that AI chatbots capable of real-time retrieval of online content are equivalent to search engines at the regulatory level, marking the first time ChatGPT has been so classified. The monthly active users of the three platforms in the European Union all exceed the threshold of 45 million: ChatGPT about 159 million, Reddit about 57.2 million, and Roblox about 48 million. According to DSA requirements, the three platforms must complete an annual systematic risk assessment (covering areas such as illegal content, protection of minors, mental health, basic rights, and election safety), and undergo independent audits and open data to regulatory agencies. Violation can result in a maximum fine of 6% of global annual revenue. So far, the total number of platforms subject to the strictest supervision by DSA has reached 28.
