Why is the market suddenly pumping again? Is the insider trading hype back?

The new rules propose allowing projects to raise up to $75M within 12 months without full registration, split into two tiers:
- $20M: No need for audited financials
- $75M: Requires audits and ongoing disclosures, with related parties capped at $22.5M
Good news: Retail investors in the U.S. finally have a legal way to participate in primary markets.
