The convention requires banks, non-bank payment institutions, clearing organizations, and others involved in intelligent agent payment applications to adhere to the principle of 'whoever provides payment services is responsible,' implement cybersecurity, data security, and privacy protection measures, establish a 'Know Your Agent (KYA)' mechanism, intelligent agent classification management, and full-chain identity transmission mechanisms. It also emphasizes enhancing model robustness, traceability, anti-money laundering, and anti-fraud controls, while setting stricter authorization and risk control measures for vulnerable groups such as the elderly and minors. The convention takes effect from the date of issuance.
