The plan proposes fully enhancing intelligent computing capabilities, tackling high-performance, low-power, and high-efficiency intelligent computing chips, improving cluster networking and cloud service capabilities, and exploring innovative architectures such as heterogeneous computing, optical computing, and quantum artificial intelligence. It aims to optimize intelligent computing infrastructure and build an urban computing power network. Efforts will continue to focus on large models, emphasizing next-generation large model research and development, overcoming key technologies such as architecture design and training optimization, and promoting the coordinated development of chips, large models, and intelligent computing clouds to establish an independent ecosystem. The 'Model Power Converges in Shanghai' initiative will be further advanced, accelerating the maturation of embodied intelligence technologies, strengthening the autonomous full industrial chain layout of intelligent robots, improving performance in critical areas, and promoting real-world applications in key sectors such as industrial manufacturing, logistics and assembly, commercial retail, healthcare and elderly care, and domestic services.
