**[CME and CFTC, Kalshi Clash Over Prediction Market Regulation]** BlockBeats News, August 21: CME Group CEO Terrence Duffy engaged in a heated exchange with CFTC Chairman Michael Selig and Kalshi COO Luana Lopes Lara during a meeting of the U.S. Commodity Futures Trading Commission (CFTC) Innovation Advisory Committee regarding prediction market regulation. Duffy expressed concerns that certain prediction market contracts pose risks of manipulation, particularly those listed through self-certification processes. He pointed out that some contracts related to topics such as Trump’s State of the Union address and the timing of Venezuelan President Maduro’s resignation could be subject to manipulation, which he argued would be detrimental to the entire industry. Selig immediately interrupted Duffy, stating that the products in question were not listed in the U.S. and that the incidents occurred overseas, dismissing Duffy’s claims as "fake news." Duffy responded by clarifying that he was merely raising market risk concerns and expressed willingness to continue the discussion if necessary. As the prediction market grows rapidly, disputes over regulatory authority between U.S. federal regulators and state governments are intensifying. Some state governments argue that prediction contracts involving sports events have a gambling nature and may violate state gambling laws. Selig, however, asserted that the CFTC has "exclusive jurisdiction" over prediction markets and has initiated lawsuits against several states regarding regulatory disputes. Selig also mentioned that the CFTC plans to further amend relevant rules to strengthen event contract listing requirements and consumer protection standards. He emphasized that the regulator has taken market concerns about insufficient retail consumer protections seriously. Recently, prediction markets have also faced allegations of insider trading and market manipulation. The U.S. Congress has introduced legislation to prohibit the listing of sports and casino-related prediction contracts on registered platforms. Both Kalshi and Polymarket have implemented new measures to combat insider trading and market manipulation. In the latter half of the meeting, Kalshi COO Lopes Lara questioned Duffy on whether CME had ever encountered market manipulation issues. Duffy responded by stating that CME’s regulatory team is "larger than your entire company," to which Lopes Lara retorted that CME should learn how to improve efficiency. The two sides continued to spar over issues such as "trustworthy markets." Currently, prediction markets are at a critical regulatory juncture. The jurisdictional disputes between the CFTC and state regulators, as well as the competition between traditional derivatives exchanges and emerging prediction market platforms, could significantly shape the future trajectory of this market.
