'Shanghai Digital Shanghai Construction 15th Five-Year Plan': Research on Web3.0 Innovation Testbed Mechanism

According to a report by Cailian Press, the General Office of the Shanghai Municipal People's Government has issued the 'Shanghai Digital Shanghai Construction 15th Five-Year Plan.' It highlights the establishment of a new framework for digital economy development. The plan aims to implement various reform tasks of the National Digital Economy Innovation Development Pilot Zone (Shanghai), achieving breakthroughs in areas such as institutional exploration, scenario development and openness, data cooperation mechanisms, and regulatory mechanism guarantees. Efforts will be made to accelerate the construction of a secure, reliable, and comprehensive digital technology innovation system. Enterprises are encouraged to take the lead in forming innovation consortia to address bottlenecks in the integration of industry, academia, research, and application. Functional platforms such as Model Speed Space and Model Power Community will be strengthened to promote application innovation and synergistic development in key areas like artificial intelligence, the metaverse, and embodied intelligence. Research on the innovation testbed mechanism for the third-generation internet (Web3.0) will be conducted. The plan also emphasizes accelerating the implementation of the National Data Industry Cluster Pilot Zone construction tasks and driving regional data industry innovation and development.
