Key measures include: removing data centers from the state's Permit Fast Track Program; requiring developers to bear the additional costs their operations impose on the power grid, prohibiting the transfer of these costs to regular users; banning state government agencies from signing confidentiality agreements related to data center projects; establishing a public map of proposed facilities; and mandating that operational data centers report their energy and water resource consumption annually starting July 2027. Shapiro stated that over 100 data center projects have been proposed in Pennsylvania, but only 20 have submitted environmental permit applications. Earlier this March, tech giants such as Amazon, Google, Meta, and Microsoft pledged at the White House to independently cover the costs of new power infrastructure required for their data centers.
