I understand the frustration when people feel that government is moving too slowly. Jamaicans want to see things get done, and they have every right to expect efficiency.
But being fast cannot mean breaking the rules, cutting corners or believing that the only way to get things done is to “chop the line.”
We have to build a public service that can move with urgency while maintaining transparency, accountability and integrity.
Permanent Secretaries also have an important responsibility to advise ministers. Sometimes an idea needs to be refined, adjusted or brought into line with what can actually be delivered. That advice is part of good governance.
At the same time, once a political mandate has been translated into policy, the job is to find a way to execute it properly and efficiently within the rules.
I want us to change the mindset that following the rules means we cannot move quickly. We must be able to deliver for our people with urgency, while protecting the integrity of our institutions.(Andrew Holness)
