The US Treasury just dropped its proposed rules for the GENIUS Act. The big one: starting Jan 18, 2027, you can't issue a payment stablecoin in the US without a federal or state license. Foreign issuers offering stablecoins here also need to prove they'll comply with US orders. By July 2028, providers can only sell stablecoins from licensed issuers, period. Public comment window is open for 60 days. Treasury says it's racing to keep the US the "crypto capital of the world." Catch: agencies already missed their July deadline to finalize rules.
