It's time for the SEC to correct what @SECPaulSAtkins has described as "a grave misstep" in Rule 611. This is one of those rules that sounds nice in theory (give traders the best prices) but has the opposite of its intended effect in practice (fragment liquidity, increase cost).(Jake Chervinsky)
