According to Forbes, Montenegro aims to become Europe's crypto hub with its low tax rates, but the country still lacks a comprehensive regulatory framework for digital assets. Currently, the crypto industry is mainly managed through anti-money laundering regulations. Since the service provider registry was launched at the end of 2025, only one crypto asset service provider has completed registration, while nine other entities were found operating without registration. One company that initially planned to establish a crypto payment business locally also abandoned the project due to the incomplete regulatory system.
