🐋 WHALE WATCH :Confirmed. Trump signed a National Security Presidential Memorandum Wednesday authorizing vetted private companies to conduct offensive cyber operations against foreign transnational criminal organizations. A federal coordination center will create and manage the program authorizing participating companies to run cyber surveillance and offensive operations against foreign criminal targets under federal control and oversight as part of lawful investigatory or intelligence operations carried out by federal law enforcement. Companies contract with the Justice Department or DHS and undergo rigorous vetting to participate. The White House cites $20.8B in reported cybercrime losses in 2025. Targets include ransomware gangs financial fraud networks phishing operations and AI assisted impersonation scams. One expert called it a pretty big shift in US cyber policy. The private sector has never held formal authorization for offensive operations at this scale. Defense and cybersecurity firms with government clearances are the obvious beneficiaries.
