He explained that BIP-148, at the time, garnered participation not only from regular node users but also from developers, exchanges, wallets, miners, and large holders, with support in terms of economic weight, hash power, and nodes. In contrast, BIP-110 currently mainly has support from some nodes. Mow also noted that SegWit was ultimately adopted by miners through BIP-91 pushing for BIP-141, and while BIP-148 created a credible threat, it was never truly tested by a chain split.
