According to Grayscale Research Director Zach Pandl, the likelihood of the 'CLARITY Act' being passed this year has decreased due to Senate scheduling and election-year political factors. The failure of the act to pass does not affect blockchain operations, Bitcoin demand, or the growth of stablecoin payments, but the lack of legislation restricts new investment and entrepreneurial activities within the United States. In the future, the U.S. Securities and Exchange Commission and other regulatory agencies will continue to fill gaps through rulemaking. However, in the absence of systematic legislation, some new investments and developer activities may shift overseas.
