The South African Treasury and South African Reserve Bank have jointly released a draft of the "Crypto Assets Handbook," marking the first time regulations and reporting requirements for cross-border crypto transactions have been clarified. According to the draft, transferring crypto assets from locally authorized crypto service providers to overseas platforms or non-custodial wallets will be considered a cross-border transaction. Such transfers must be processed through authorized service providers and reported to the Reserve Bank's financial surveillance department. Individuals can only transfer crypto assets abroad within their existing foreign exchange limits. However, buying and selling cryptocurrencies using the Rand on local platforms does not require reporting.
