The fraudulent letters include QR codes that direct recipients to fake IRS websites, where they are instructed to register for a nonexistent 'Digital Asset Compliance Portal' and input personal information before a specified deadline. Jarod Koopman, head of the IRS Criminal Investigation Division, stated that criminals are exploiting the public's trust in government agencies to carry out these scams. The infrastructure for this fraudulent activity was set up just days before the letters were sent out. The domain was registered through a Hong Kong registrar, and the fake website is hosted on a Romanian network, which 'has previously been known to host phishing pages for FedEx and banks.' This indicates that the operation is a 'professional international scam.'
