There is no need for a URSF to prevent BIP110, and it's wild Chris believes you do. The mandatory lock-in ensures that standard nodes/miners will accept a BIP110 block and build ontop, but BIP110 nodes will reject a standard block. The URSF is 'doing nothing', and BIP110 nodes will fork off as a result. There is no game theory which supports miners switching to 110 at the last moment. These folks have convinced themselves that their crusade will go down exactly how SegWit did...It will not. '“It ain’t what you don’t know that gets you into trouble.
