According to Deep Tide TechFlow, on July 25, a bipartisan bill in the U.S. House of Representatives mandates that AI models with training costs exceeding $100 million must be equipped with a 'kill switch' that allows developers to halt inference and cut off user access. Violations will incur a daily fine of $2 million. If the system causes the death of 10 people or results in $100 million in damages, the company must report it within 15 days. The bill acknowledges that locally downloaded weights cannot be remotely disabled.
