The Hong Kong government announced the 2026-2027 budget, but did not mention virtual assets
According to Foresight News, the Financial Secretary of the Hong Kong Special Administrative Region, Paul Chan, presented the government's "Budget" for the 2026-2027 fiscal year in the Legislative Council. This budget proposal is themed "Innovation driven, Financial Empowerment; Diversified Development, Caring for the People", emphasizing that Hong Kong will serve the real economy through the "Finance+" model under the national "15th Five Year Plan", and accelerate the mutual empowerment of finance and innovation. \The Budget mentions that Hong Kong has unique advantages in areas such as AI, life and health technology, financial technology, as well as new materials and energy. The content related to AI and computing power is as follows: We are accelerating the industrialization of AI and promoting the deep integration of AI with various industries. At the same time, we also encourage the widespread application of AI to achieve universal use and utilization. \AI+and Industrial Development Strategy Committee Given that AI applications are rapidly driving industrial innovation, with new technologies, industries, and products emerging rapidly, I will establish and chair the "AI+and Industrial Development Strategy Committee" to formulate strategies for AI driven industrial transformation and development, create favorable conditions, and invite experts, scholars, enterprises, and park companies to participate. In the initial stage, it will focus on life health and embodied intelligence. \AI Empowers Industries In terms of basic research and development, InnoHK Innovation Hong Kong R&D Platform (InnoHK) has currently supported 16 laboratories focused on AI and robotics, including AI driven robotics technology that can be widely applied in industries such as healthcare, logistics, intelligent manufacturing, and construction. \The government's 3 billion yuan "Artificial Intelligence Funding Program" has approved nearly 30 research projects involving big language models, new materials, biomedical and other fields, strengthening local AI research and application. \We are actively aligning with the national "Artificial Intelligence+" initiative, driving the "AI industrialization and industrial AI" through application scenarios. The Hong Kong Artificial Intelligence Research Institute will be put into operation in the second half of the year, supporting the research and development of AI projects and the transformation of results, and providing opinions on the governance framework and regulatory system for AI development. \The Hong Kong Monetary Authority (HKMA) and Cyberport have just launched the second phase of sandbox testing, focusing on exploring "using AI to counter AI" and promoting the safer and more responsible application of AI in the banking industry. Currently, the overall computing power in Hong Kong has reached 500 trillion floating point operations per second, which is an important foundation to support the development of AI. \The N Shaling Data Park will further enhance the overall computing power scale, and the project can provide a floor area of 250000 square meters. The bidding results will be announced in the short term. The park will provide important support for the data and computing power required for the application of AI. \The development of embodied intelligence in AI is shifting from big language models to embodied intelligence that interacts with the physical world. Technological and application innovations in different carriers (such as robots) will continue to change, bringing fundamental changes to production processes, business operations, and even lifestyles. \Currently, various technology parks and Hong Kong investment companies also support start-up technology enterprises with embodied intelligence. The government will actively promote the construction of embodied intelligent ecosystems and product applications. \Quantum technology can significantly improve computing power, communication security, and sensing accuracy, and these technological breakthroughs will create more new applications. Colleges and universities have conducted multiple studies through various platforms such as InnoHK, including developing AI quantum simulation platforms and promoting the integration of AI and quantum computing. Hong Kong has also established two national key laboratories related to quantum technology. The government will actively promote basic research and industrial applications in this area.
