The U.S. Financial Stability Oversight Council (FSOC) has noticeably softened its stance on crypto assets and stablecoins in its newly released 2025 annual report, moving away from the previous hardline view of them as systemic financial risks. FSOC stated that the 'GENIUS Act,' which came into effect this July, has established a federal regulatory framework for payment stablecoins, providing regulatory clarity and helping to foster domestic stablecoin innovation while managing risks. FSOC no longer reiterated the warnings from its 2024 report about stablecoins being 'prone to runs' and the high market concentration potentially amplifying systemic risks. It also downplayed concerns about illegal activities, noting that the vast majority of on-chain transactions are for legitimate purposes.
