Cayman foundations are becoming the mainstream legal entity for DAOs, used for treasury management, holding IP, and handling compliance matters. Among them, at least 17 foundations have treasury sizes exceeding $100 million. It is worth noting that the International Tax Transparency Standard OECD CARF reporting framework will be officially implemented in 2026. The Cayman Islands will require crypto service providers, such as trading and custody platforms, to conduct due diligence and reporting. However, protocol treasuries and passive foundations that only hold assets are expected to fall outside the mandatory reporting scope. The OECD CARF aims to address tax evasion associated with crypto asset transactions through a standardized automatic exchange of information mechanism.
