OKX was very prompt in following up on the feedback. They replied that there were some issues with the rebate policy 1–2 years ago, and a batch of accounts had their rebates set to 0. Now the minimum is 30%, but they missed a batch of accounts (including mine). After seeing my feedback, they immediately made adjustments.
