Our major infrastructure projects must do more than improve transport. They must transfer knowledge, train our people, and leave behind a stronger, more capable Jamaican workforce. International partnerships are important, but they must serve our long-term goal of national self-reliance. We welcome investment, but we insist on capacity building. Because the true measure of development is not just in what we build, but in who we empower while building it.
