Not quite 2009/2010, but yes! In 2017, myself, Ittay Eyal, Florian Kelbert, Joshua Lind, and Oded Naor demonstrated a payments protocol capable of 33,000 transactions per second with 100ms latency built on top of Bitcoin utilizing Intel SGX as a trusted execution environment.
