When studying L2 today, I found that the standards for L2BEAT are quite strict. Not many of the top 10 in L2 were originally in Stage 1, and even tags like Base, OP, and Unichain were added. If they don't rectify within 53 days, they will fall back to Stage 0. Of course, they all use the OP Stack, so it's normal for them to be tagged together. Among the top 5, only Arbitrarum is still strong, which can be considered as the backbone of Stage 1 in L2 @Vitalik Buterin first proposed a three-step "auxiliary wheel" roadmap (Stage 0 → Stage 1 → Stage 2), but L2BEAT transformed Vitalik's idea into a concrete and measurable checklist (proof of availability, exit window, time lock, safety committee design, etc.). Specifically, what stage is an L2 in? It depends on a core question: who can veto or change the state? The Stage 0 core team (or low threshold multi signature) can cover the proof system. Stage 1 can only be overturned by a super majority of security committees (≥ 75% signatures); Everyone else (including the core team) must pass the proof system. Stage 2 proves that the system itself is the final arbiter; The security committee can only intervene in fixing verifiable vulnerabilities on the chain. Especially in Stage 1, L2BEAT has quantified the following: A safety committee with ≥ 8 members, and half of them are external members Upgrade time lock for ≥ 7 days ("exit window") ≥ 5 external verifiers So I specifically looked at the current situation of Arbitrum's security committee. In addition to the members of the foundation, there are also representatives from L2BEAT co-founder Bartek Kiepuszewski, OpenZeppelin, Immunefi, Gauntlet and other security or governance organizations, totaling 12 members. After the official launch of Arb Bold (Bound Liquidity Delay) in February this year, the contract now supports anyone to pledge participation, submit/challenge assertions, which is equivalent to completing the last task of Stage1.
