US Congressman Tom Emmer and Ritchie Torres have reintroduced the Blockchain Regulatory Certainty Act, which aims to clarify that non custodial cryptocurrency service providers (such as miners, validators, and wallet developers) do not belong to "unlicensed fund service businesses" or currency transmission agencies.
