FOCIL can't shorten the 7-day optimistic withdrawal window. The 7 days exist to counter hard censorship from malicious reorgs—if that happens, the community needs time to coordinate, reach consensus, and release new software. 7 days is an arbitrary number and could be longer in practice. Client teams should start preparing for that possibility. (e.g. new cli flags) FOCIL improves short-term / soft censorship resistance. If 98% of proposers use custom block-building software which ignores your txs, your txs would still have a high chance of inclusion within 2 blocks. This raises the bar for honest validators building blocks, enables useful primitive censorship detection (e.g., counting missing blocks on-chain as a heuristic)
