On the morning of August 25, 2026, the second GIS Global Innovation Exhibition and Global Innovation Summit grandly opened at the AsiaWorld-Expo in Hong Kong. During the opening ceremony, the GIS Hong Kong Declaration was officially launched, becoming one of the most iconic moments of this GIS.

As a grassroots science and technology innovation platform based in Hong Kong, GIS is dedicated to connecting the government, industry, academia, investors, and international organizations to promote open cooperation and collaborative innovation. This declaration was jointly initiated by GIS founder Lei Hong and ten other guests, whose names are as follows:

Governance rules are fragmented and lag behind the speed of technological iteration.

We, representatives from the global industry, academia, international organizations, and civil society, gather in Hong Kong with independent identities to propose the following consensus and initiatives. This declaration is initiated by the GIS Global Innovation Exhibition and Global Innovation Summit and serves as a non-binding document of the grassroots platform aimed at providing reference for decision-making across parties.

2. Common Principles

Human-centered — AI should serve the overall well-being of humanity, respect privacy and fundamental rights, and always remain under effective human oversight.

Open cooperation — Knowledge sharing and cross-national collaboration help accelerate technological advancement and reduce redundant investment.
