HKMA Unveils “Fintech 2030” With Tokenization‑First Roadmap

The Hong Kong Monetary Authority in Hong Kong on 3 November 2025 unveils “Fintech 2030” during Hong Kong FinTech Week 2025, setting a DART strategy—Data and Payment Infrastructure, AI2Strategy (Artificial Intelligence x Authorized Institutions), Resilience, and Tokenization—backed by a portfolio of over 40 initiatives and global industry collaboration. The plan includes Project Ensemble, pilots for tokenized government bonds and Exchange Fund papers, and enabling settlements via e‑HKD, tokenized deposits and regulated stablecoins.

Fintech 2030 prioritizes tokenization of real‑world assets to boost liquidity, trade finance and retail remittances while embedding an AI strategy to build shared, finance‑specific models; the HKMA also introduces a fintech cyber certification, real‑time detection systems and post‑quantum readiness. Mr Eddie Yue, HKMA Chief Executive, says, “With a clear focus under the ‘DART’ strategy, let us join hands in reimagining the future of finance,” and the HKMA will roll out Project Ensemble and further industry pilots subject to local rules and cross‑border coordination.
