He previously served as the president of the Sihanoukville Casino Association, with business interests spanning real estate, casinos, hotels, construction, and the early timber industry. Investigations revealed that he is suspected of using casinos and hotels as venues for long-term illegal detention of individuals to engage in online fraud activities, and he holds a central controlling position within the related criminal network.
