Paul Atkins: Most ICOs Are Not Under SEC Jurisdiction On December 9, Paul Atkins, Chairman of the U.S. Securities and Exchange Commission, stated in an interview with Blockchain Association that many types of ICOs should not be considered securities transactions and therefore do not fall under SEC jurisdiction. According to the token classification framework he proposed, network tokens, digital collectibles, and utility tokens along with their corresponding ICOs should be under CFTC regulation, while only tokenized securities-related issuance activities should be regulated by the SEC.
