Our national response is guided by a clear, disciplined, multi-phase Reconstruction Strategy. Phase One focuses on stabilisation, restoring electricity, water, connectivity, food, shelter, and key transportation links. As these services return, relief will transition by December or early January to targeted financial support through a voucher system, restoring dignity and choice to affected Jamaicans. Phase Two is our economic and social recovery. This involves reopening schools, restoring health facilities, and supporting farmers, small businesses, and tourism operators as local economies come back on stream. A major pillar is direct support to micro, small, and medium-sized enterprises. Through the Development Bank of Jamaica’s Business Recovery Programme, $3 billion has been approved to help MSMEs resume operations, with more funding to come in the next budget. Phase Three is resilient reconstruction, the heart of our long-term strategy. All major investments will reflect stronger engineering and climate-ready design. This includes resilient housing, rebuilding schools and hospitals to higher standards, climate-smart roads and bridges, coastal and river defences, and strengthened utilities and digital infrastructure.(Andrew Holness)
